The FERI certificate must be validated five days before the vessel arrives at the latest.

If your shipment is going to the Democratic Republic of the Congo by Air or Road Freight within the African continent i.e South Africa to the Democratic Republic of Congo, you must obtain a FERI Certificate for your cargo.

Shipments that arrive without FERI or with false information on the FERI are charged twice the certificate cost plus the regulation charge determined by the D.R. of the Congo National Port Officials.

All cargo destined for the DRC is required to have a certified FERI certificate.
1. What is a FERI?
The FERI is the French acronym for “Fiche Electronique des Renseignements a L’ Importation”. It is the document that accompanies all shipments transported by sea to and en route to the Democratic Republic of Congo. It is issued at the consignment port of origin. It is the responsibility of the appointed party for the freight movement of the shipment/consignment, to ensure that the required applicable FERI Certification has been issued. Failing to do so will result in heavy penalties. The control of the Certificates will be undertaken at the DRC ports of entry, ports of consignment origin, and of transit, for shipments that continue en route to the DRC by road or railway, for all shipments. As indicated above, as per regulations, cargo cannot be cleared if the valid required FERI-Certificate is not accompanying the shipment.

2. What is a CD?
A Certificate of Destination or “Attestation de Destination”, in French, accompanies the shipment from the port of transit or of Regional origin to the DRC by Road or Rail. It also covers shipments that originated from any Country of the African Continent and transported to the DRC by road or rail.
There are TWO types of CERTIFICATE OF DESTINATION:
The first one links the ocean freight part of the freight movement and the subsequent road or railway movement of the same shipment – CONTINUANCE.
The second type covers shipments originating from the African Region – REGIONAL

3. Why do I need a FERI?
The government of the Democratic Republic of Congo has stated that a FERI certificate is a legal requirement and must accompany all shipments destined for the DRC.

4. Is a FERI required for ocean freight?
An OGEFREM FERI Certificate and CD must be obtained and issued for all ocean freight shipments/consignments originating from a foreign port for end destination DRC for disembarkation at either a DRC port or a transit port for onward shipment to DRC end destination.

5. How to apply for a FERI

6. What documents do I need to apply for a FERI?

Bill of Lading: It contains details about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.

Commercial Invoice: It includes details of the goods, the freight cost, the incoterm, and some other charges if there are any, etc.

Freight Invoice: It is only necessary if the freight cost isn’t on the commercial invoice.

FXI Number: The importer must provide this number. It is not mandatory.

7. What happens if you don't have a FERI?
Penalties will be imposed by the Port Authorities. Your cargo will be detained since it does not have entry clearance. The longer it is held at the border awaiting a FERI, the higher the fees will be.

8. What is an intervention commission
Intervention Commission is a charge payable by any Carrier which transports Congolese Freight. It is calculated on the total freight collected/payable on the transportation of Congolese cargo. Certification Costings applicable to the INTERVENTION COMMISSION for all modes of Transport – Ocean, Road & Rail
